Lawn mower that surges...

My walk behind mower is surging, this is carb problem, right ?
What gasoline additive would you recommend ?
Or is soaking the carb the only remedy ?

Could be a lean surge.Try tapping lightly on the carb body while its running and it may dislodge dirt.Also the mixture screw may have backed itself out due to vibration.I think any brand name cleaner is going to be as good as the next for your purpose.
I had the same issues till I installed a PCU.My Briggs now fires up right away and idles like a Lexus.

The blade may not have enough pitch to it letting the motor over rev.

Mine is doing that now, get a new airfilter. Sounds like a blower surge when I get to the end of a run to turn around for the next pass.
