Hydraulic steering question

Hey all. So I bought a used steering system on the forum last year and I'm having issues. Steering was real sloppy after install and bleed (Neil you know what I'm talking about). One of the cylinder seals was leaking so MWest77 and I resealed both sides tonight. Still having the same issue. What we are seeing is if you just wiggle the wheel you can watch the cylinder slowly turn the motor to make a left turn but you having to give it a lot more input to go right. Thinking it may be a helm issue. This particular helm is bigger and a bit different than the seastar helms I'm used to. Numbers stamped on the helm are H-820 060895. A little research led me to believe this is an old hynautic helm. If this is true is it possible to rebuild the helm? Or am I screwed and have to buy a new one. Cylinder is a seastar HC5345 btw.
